5.25 It is important to recognise that the NHS complaints procedure is designed
to address the concerns of patients, not those of staff. There are separate
procedures for handling staff grievances13. Local procedures will
also cover more general grievances. However, dispute about contractual matters
between Primary Care Trusts, Island Health Board and primary care services practitioners
should not be handled through the complaints procedures. Staff of Trusts may
complain about the way they have been dealt with under the complaints procedure
and, provided they have exhausted the local grievance procedure, may take the
matter up with the Ombudsman.
